no, it won't remove the program. it just deactivates it (so, it can no longer be used). at any time, you could click help>activate and start using it again. but, if you plan to no longer use it, deactivate and then uninstall it.
you are limited to, at most, two concurrent activataions with your one license and you don't want one of those activations used by a defunct computer.
and, while you don't have to uninstall a deactivated program that you have no intention of ever activating, there's no point letting the program remain on your computer.
