If uninstalling and reinstalling is not resolving the Muse installation issues then you may want to remove all Adobe Creative software and run the CS Cleaner tool. There maybe another option which you can explore but this will be dependent on if you have any other Adobe Creative software installed? Do you have any other Adobe Creative software installed on your computer beyond that which is included with the Creative Cloud?
