I believe Winsoft was the provider of the ME version of Adobe Software prior to CS6/Creative Cloud. You can find more details at http://www.winsoft-international.com.
If you are unable to locate downloads from Winsoft then you may want to consider subscribing to the Creative Cloud as most subscription packages include the languages previously contained within the ME version.
